What does cubic capacity relate to on a car's engine?

The size – or cubic capacity – of a car’s engine is measured in cubic centimetres (cc). It refers to the amount of air and fuel that can be pushed through the cylinders in the engine. In most cases, the general rule of thumb is that the bigger the capacity, the more powerful it tends to be. There are exceptions, though, especially with many small engines having turbochargers these days, which has the effect of increasing efficiency and power.
